In November of 2012 and February of 2013, the Oregon Department of Education (ODE) held two workshops to conduct the English Language Proficiency Assessment (ELPA) performance standards verification using the bookmark procedure (Cizek & Bunch, 2007; Kane, 1994; Mitzel, Lewis, Patz, & Green, 2001). The Oregon Department of Education (ODE) conducted an achievement standards verification process for the Oregon Assessment of Knowledge and Skills for Science on July 19-21, 2011, using the empirically-based Bookmark Procedure to recommend achievement standards for Grades 5, 8, and high school. This document summarizes the resulting recommendations. The recommended achievement standards will be reviewed through a public process August through September and will be considered by The State Board of Education on October 20, 2011.

The Oregon Department of Education (ODE) conducted an achievement standards verification process for the Oregon Assessment of Knowledge and Skills for Reading on January 19-21, 2011. The research-based Bookmark Procedure was used to recommend achievement standards (cut scores) for Grades 3–8 and high school. ODE contracted with the Educational Policy Improvement Center (EPIC) to serve as external evaluators who monitored the process and documented evidence of validity for both the process and the results.
